CHAIRMAN: Henry Mangal
 
Henry Mangal is a self employed Leadership and Organizational Development Consultant operating regionally from his Saint Lucia registered Business Acumen Consulting. In his over eighteen (18) years post-graduate working life he has attained varied and valuable experience in the private sector, public service and non-governmental (NGO) or voluntary sectors. He is an elected Director of East Caribbean Financial Holding Company Limited (ECFH) and serves on the subsidiary Boards of Bank of Saint Lucia Limited, Property Holding & Development Company Limited and Mortgage Finance Company of Saint Lucia Limited. He is also a member of the Audit, Human Resource and Credit Committees of the ECFH Board. Mr. Mangal's qualifications include a BSc. in Accounting from the University of the West Indies and a MSc. in Strategic Leadership from the University of Westminster. He has served in senior executive positions in the private and public sectors for over 15 years including as Accountant, Financial Controller, General Manager and Permanent Secretary. His other previous Board appointments include Chairman of National Lotteries Authority, Chairman of James Belgrave Micro-Enterprise Development Fund Inc. (BELFund), Chairman of Sports Saint Lucia Incorporated (SSI) and Director of National Research & Development Foundation (NRDF). He is also a former National Cyclist and President of the National Youth Council (NYC). His other skills include negotiation, change management and public speaking. He is also an Accredited Director from the Institute of Chartered Secretaries and Administrators of Canada (ICSA).

DEPUTY CHAIRMAN: Austen Gittens
 
Austen Gittens has been a Banker and an Internal Auditor since 1994. He worked at the Eastern Caribbean Central Bank Headquarters in St. Kitts for twelve years starting as an Audit Officer then moving up to Deputy Director of the Audit Department. Since 2006 to present, Austen has held the position of Chief Internal Auditor of the Antigua Commercial Bank Group.

After working for more than 8 years in The Netherlands in the field ofFinancial Auditing he joined De Surinaamsche Bank N.V. in March 1998. Starting as a senior staff member he took upon the duties of Manager Organisation & Information and per February 1st, 2004 and he was appointed Manager Internal Audit of the Bank. In this capacity he is instrumental in the contacts with the external auditors of the bank and the Audit committee. He also serves as a member of the Risk Committee of the Bank.

Anthony St. Clair
 
Anthony St Clair is the Chief Internal Auditor of First Citizens Bank, and has over twenty five years experience in external and internal auditing.  He is presently a Governor and a past president of the Trinidad and Tobago Chapter of the Institute of Internal Auditors.  He was a former Director of a state enterprise in Trinidad and Tobago where he served as its Audit Committee Chairman, and currently serves as an independent Audit Committee member of the UWI St. Augustine Audit Committee.

Anthony Galloway

Anthony Galloway has over twenty years commercial banking experience and has worked in various senior positions at the St. Kitts-Nevis-Anguilla National Bank Ltd. including Statistics Analysis Manager, Manager of the Comptroller Division and Senior Manager Internal Audit. Since 2009 to present Anthony has held the position of Assistant Managing Director of the Internal Audit Unit at the St. Kitts-Nevis-Anguilla National Bank Ltd. He is also a member of the Audit Committee and serves as a Principal to the Eastern Caribbean Securities Exchange for the Brokerage Department. Anthony’s academic qualification includes a BSc from Leeds University in Accounting and Data Processing (Hons) and MA from Sheffield Hallam University in Banking and Finance. He was granted fellowship in 2008 of the Chartered Association of Certified Accountants (ACCA).

Nigel A. Fulgence
 
Nigel Fulgence has been Construction Engineer of St. Lucia Electricity Services Ltd since 2004, having joined that company as Customer Service Engineer in 2001 after nine years working with the Ministry of Communication, Works, Transport & Public Utilities in St. Lucia. Nigel has also served as a Director on the St. Lucia Civil Service Credit Union for fifteen years and was on their supervisory and credit committee. Also, from 1989 to present, he has been on the Board of 1st National Bank St. Lucia Ltd serving as a Director, and a member of its Audit Committee.
